Kouyuu Li is the Vice-Secretary of the Civil Affairs department, working under the enigmatic Reishin Kou. Once a street orphan scraping by with a quirky lottery of plum blossom branches and bags of salt, he turned his life around after being adopted thirteen years ago. A genius in his own right, Kouyuu became the youngest to ace the official exams at 16, snagging the top "Jougen" spot. Now, he’s tasked with the notoriously unproductive Emperor, Ryuuki, which frustrates him to no end. Despite his genius, he’s directionally challenged, often getting lost in the palace. Kouyuu has a deep friendship with Shuuei Ran, though he’ll never admit it, and prefers to keep women at arm’s length despite the marriage proposals.
